Thirteen Days to 7 September: Finance Bill 2026-27 Draft Clauses

As of 25 August 2026, HMRC’s technical consultation on Finance Bill 2026-27 draft legislation closes in thirteen days on 7 September — with longer windows for predevelopment costs, land remediation, and NICs recovery.

HMRC’s Finance Bill 2026-27 draft legislation collection confirms the technical consultation on draft clauses closes on 7 September 2026. As of Tuesday 25 August, that is thirteen calendar days away. The package spans personal tax, corporate tax, indirect tax (including VAT provisions for Deposit Return Schemes), anti-avoidance, customs, cryptoasset loans and liquidity pools, and tax administration measures such as modernising the correction of errors.

The final contents of the next Finance Bill remain a decision for the Chancellor. Draft clauses are published so legislation works as intended before introduction — stakeholders should still read the Tax Information and Impact Notes (TIINs) and explanatory notes for each measure they care about.

What to prioritise in the next thirteen days

Practices and in-house tax teams should triage measures that touch clients now: Deposit Return Scheme VAT, cryptoasset loans and liquidity pools, benefits-in-kind reporting from April 2027, and information-powers reform.

Longer consultations still run in parallel — tax treatment of predevelopment costs and Reforming Land Remediation Relief both close on 21 September 2026, and aligning NICs recovery time limits with Income Tax closes on 12 October 2026.

Do not wait for a single “Finance Bill summary” email. Assign owners per workstream and diary 7 September as the draft-clause response cut-off.

List which draft clauses affect your clients or your own group structure.

Read the TIIN and explanatory note before drafting comments — policy intent matters as much as the clause text.

Submit technical comments through the channels listed on each GOV.UK consultation page before 7 September.

Keep predevelopment, land remediation, and NICs recovery on separate September–October tracks after the draft-clause window closes.
