HMRC’s Finance Bill 2026-27 collection confirms the technical consultation on draft clauses closes on 7 September 2026. As of 20 August, advisers and businesses have eighteen calendar days to scrutinise draft legislation, tax information and impact notes, and explanatory notes before the package hardens toward the next Finance Bill.
The final contents of the Bill remain subject to decision by the Chancellor. Tonight’s third-party data consultation close is a separate workstream — do not conflate the 20 August data-gathering deadline with the 7 September Finance Bill technical close.
What sits in the main 7 September pack
Draft measures span personal tax (including EMI simplification and ISA compliance), corporate tax (Side-by-Side / Pillar Two amendments, oil and gas levy, foreign PE exemption, stamp taxes on shares modernisation), indirect tax (including VAT provisions for Deposit Return Schemes and eVED), cryptoasset loans and liquidity pools, stablecoins, customs low-value imports, and tax administration reforms such as modernising correction of errors and benefits-in-kind reporting from April 2027.
Use the eighteen days to map which TIINs touch your clients — crypto traders, pension schemes, international groups, and DRS-affected retailers should not wait until the first week of September.
Longer consultations still open after 7 September
Tax treatment of predevelopment costs (following the Supreme Court decision in Orsted) and reforming Land Remediation Relief remain open until 21 September 2026.
Aligning time limits for recovery of National Insurance contributions with income tax remains open until 12 October 2026.
Simplifying treaty relief from withholding tax on interest paid overseas follows the main 7 September close — check the collection page for the latest status before you diary responses.
