Finance Bill 2026-27 Draft Clauses Close Today: 7 September Cut-Off

As of 7 September 2026, HMRC’s technical consultation on Finance Bill 2026-27 draft legislation closes today — submit comments before the cut-off while predevelopment, land remediation, and NICs recovery tracks stay open.

HMRC’s Finance Bill 2026-27 draft legislation collection confirms the technical consultation on draft clauses closes on 7 September 2026. As of Monday 7 September, that cut-off is today. The package spans personal tax, corporate tax, indirect tax (including VAT provisions for Deposit Return Schemes), anti-avoidance, customs, cryptoasset loans and liquidity pools, and tax administration measures such as modernising the correction of errors.

The final contents of the next Finance Bill remain a decision for the Chancellor. Draft clauses were published so legislation works as intended before introduction — stakeholders should still read the Tax Information and Impact Notes (TIINs) and explanatory notes for each measure they care about before submitting final comments.

What to finish before today’s cut-off

Practices and in-house tax teams should triage measures that touch clients now: Deposit Return Scheme VAT, cryptoasset loans and liquidity pools, benefits-in-kind reporting from April 2027, and information-powers reform.

Longer consultations still run in parallel — tax treatment of predevelopment costs and Reforming Land Remediation Relief both close on 21 September 2026, and aligning NICs recovery time limits with Income Tax closes on 12 October 2026.

Do not wait for a single “Finance Bill summary” email. Assign owners per workstream and treat Monday 7 September as the draft-clause response cut-off before the longer September–October tracks take over.
