What HMRC is proposing

Today, NICs debts in England and Wales generally sit under a six-year limitation framework that does not apply to most tax debts. The consultation proposes statutory NICs recovery time limits aligned with tax — typically four years, with longer periods for careless or deliberate inaccuracies and offshore matters — plus a Notice of NICs Liability linked to those limits.

Repayments of NICs paid in error would also move to a four-year application window instead of six. Employers, payroll professionals, tax advisers, and representative bodies are named audiences. Scotland already operates under different prescription rules; read the consultation document carefully before assuming England-and-Wales framing applies unchanged.
