Agents’ Critical Fortnight: MMTAR 18 Aug, MFA 19 Aug, Data Consultation 20 Aug

Between 18 and 20 August 2026, UK tax agents face three HMRC milestones in 48 hours — the first MMTAR registration window, optional MFA activation for opted-in firms, and the third-party interest and card-sales consultation close. Here is how to sequence the work.

The middle of August 2026 stacks three HMRC deadlines that look administrative until they collide with client work. On 18 August the first Modernising and Mandating Tax Adviser Registration (MMTAR) window closes for tranche one. On 19 August, agents who opted into the second multi-factor authentication (MFA) voluntary date must have MFA active. On 20 August at 11:59pm, HMRC’s technical consultation on draft third-party interest and card-sales data legislation closes.

None of these tasks replaces the other. Treat them as three workstreams with different owners inside the firm — registration, portal security, and technical policy response — so a single busy partner does not become the bottleneck.

18 August — finish tranche-one ASA applications

HMRC’s GOV.UK guidance and July press release are consistent: new advisers and those interacting with HMRC without an Agent Services Account (ASA), Self Assessment, or Corporation Tax agent account need to apply in the first window. Registration is free and online; the interactive checker confirms which tranche you sit in.

If you already hold an ASA, you do not re-register now. If you hold older Self Assessment or Corporation Tax agent codes without an ASA, your mandatory window opens on 18 August (tranche two) with three months to apply. Submit incomplete applications only if AML evidence is ready — stalled packs waste the three-month protection that accompanies a timely filing.

HMRC warns that missing the relevant deadline can restrict your ability to interact with HMRC for clients, with sanctions available where stop instructions are ignored. Completing the application by the appointed day is the operational target; final approval may follow later.

19 August — MFA activation for opted-in agents

Firms that chose the second MFA voluntary activation date still need authenticators enrolled, backup methods tested, and administrator coverage agreed before 19 August. HMRC’s agent MFA programme is separate from MMTAR — an ASA application does not enrol MFA for you, and MFA enrolment does not satisfy tax adviser registration.

Split ownership: partnership or compliance lead owns the ASA pack; IT or portal administrators own MFA. Document who can reset locked accounts during the activation window so August client filings do not stall because one phone left the office.

20 August — third-party data consultation close

HMRC’s technical consultation on draft legislation for better interest and card-sales data closes at 11:59pm on 20 August 2026. Banks, merchant acquirers, software vendors, and representative bodies still have a short window to comment before April 2028 reporting rules harden.

Most SME clients will not draft a consultation response — but agents who advise fintech, payment, or banking clients should diary the close and keep organised sales and interest records so future matching is explainable.
